What are your best weight loss tips? I have been working out & eating right

What are your best weight loss tips? I have been working out %26amp; eating right for 2 months, with no loss...? For 2 months straight, I have eating approx. 1200-1400 calories per day (i should be able to eat approx 2000 calories and stay the same), now I am trying to make sure to get plenty of veggies/fruits included in my calories...and I have been working out atleast 4 times a week approx 35 minutes, mostly cardio but now i am starting to do light weights too. I lost 7 pounds in my first 2 weeks, since then, my weight has been going up and down...why the fluctuation? Why am I not losing weight with all of my hard-work? Any recommendations?
