Webhost for a high traffic website?

Webhost for a high traffic website? i own a forum and we get a lot of hits everyday and have lots of people coming to it. my host sucks and they overload their servers so our website often crashes and goes slow and they say we use to much server process but its bullshit. anyway, dreamhost cant handle us.

we need a host that doesnt overload their servers but is still on the cheaper side (100-150 a year). we cant afford a dedicated server or VPS so that is out of the question...
